To sickness324: A cello is tuned to C, G, D and A.

Most of your tuning should come from using the fine tuners ( adjusters) just past the bridge, especially for steel strings. Use the pegs when you are putting on new strings, or when you have a huge change in pitch because of changes in temperature or if your cello has been travelling with you ( they can be precious!)

It takes practise to learn to tune your cello, and a good ear helps, if in doubt, get someone else to do it or help you.

Firstly, if he is playing on steel strings, which it sounds like, he should be using adjusters, as the high tension of a steel string demands a finer tuner than the peg alone. Secondly, there is a technique of twisting the peg as you turn, as opposed to merely finding the pitch and then pushing it in as hard as you can. Thirdly, it is important to ensure that you have 4 pegs that fit properly by a decent professional.
